Ann Bailey, Chair
Appointed by the State of California
Ann Bailey was Counsel to the bipartisan California Senate Committee on Legislative Ethics from 1990-2009. She also served a three-year term on the Board of the Council of Governmental Ethics Laws, an organization of ethics agencies in the U.S. and Canada. In addition, she has consulted to the City and County of Honolulu, the Guam Legislature and the government of Mongolia regarding governmental ethics.
Ms. Bailey began her career at the H.E.W. Office for Civil Rights and was an employee of the state of California for 30 years, at the Agricultural Labor Relations Board and the Public Employment Relations Board, as well as the California Senate. She served for many years as the faculty advisor to the Senate Fellow program through CSU, Sacramento, and she was the Director of the University’s public policy case project through the Center for California Studies. She is a member of Phi Beta Kappa and a graduate of Southern Methodist University, with a J.D. and an M.A. in History from Stanford University.
Bob Lagomarsino, Vice-Chair
Appointed by the City of Sacramento
A long-time resident of Downtown Sacramento, Bob Lagomarsino is the Community Planning Manager for URS Corporation’s Central Valley Region and leads the company’s national network of planners, “planning@URS.” He is a certified planner with over 23 years of land use planning and public policy consulting experience throughout the United States, including 10 years with URS.
Mr. Lagomarsino has participated in the preparation of general plans for more than 25 cities and counties and has contributed to numerous special projects and studies involving policy development, analysis, and implementation. He has managed a variety of urban design and redevelopment planning projects, with a focus on transportation and land use coordination, emergency management planning, and community outreach. Prior to joining URS Corporation, he was a Senior Associate for LDR International and an Associate for J. Laurence Mintier and Associates. Mr. Lagomarsino completed graduate studies in Public Administration at California State University, Sacramento and has a BA in Political Science from the University of California, Davis.
Ron Alvarado
Appointed by the State of California
Ron Alvarado Is a principal in SBM Site Services, LLC, a national facilities services company, and owner of Pilatus Properties, LLC, managing and overseeing the entitlement and development of real estate.
He has a professional career which has spanned service in both the public and private sectors.
He has headed the Sacramento regional office of a national real estate development company, served as Special Assistant to the President for Intergovernmental Affairs at the White House, been undersecretary of the California State and Consumer Services Agency, State Health and Welfare Agency and chief of staff at the Sacramento County Board of Supervisors.
Ron served ten years on the California State Personnel Board and also served on the CalPERS Board of Administration. He is a member of the Urban Land Institute and of Lambda Alpha International, an honorary real estate economics society.
Ron received his BA degree from Seattle University and his Masters in International Studies and Economics from the Monterey Institute.
Kristan Otto
Appointed by the City of Sacramento
Kristan Otto was appointed by the City of Sacramento to the CADA Board of Directors in January 2011. Her career was based in real estate development; her company specialized in apartment complexes and small commercial in Northern California. She also spent seven years as the West Coast Project Manager for an eastern firm which included the development of the Nut Tree Factory Outlets. Her professional career includes a term as Economic Development Manager of the City of Sacramento. She also has served on the City Planning Commission and Sacramento Housing and Redevelopment Commission of the City and as a project manager for numerous city wide redevelopment projects. Kristan received her Bachelor of Arts degree from UC Davis and resides within the City of Sacramento.
Page Robbins
Appointed by the CADA Board of Directors
Page Robbins is a housing development consultant. She has worked within the housing development, finance, economics and redevelopment arenas since 1985, holding positions with the Sacramento Housing and Redevelopment Agency, EAH, Inc., and Lynn Sedway and Associates.
Ms. Robbins has served as a volunteer on the Board of Directors of Transitional Living and Community Support (TLCS), Lambda Alpha International and Youth Action Homes, Inc. in New York City.
A member of Phi Beta Kappa, Ms. Robbins holds an MBA from Columbia University Graduate School of Business and a BA from the University of California at Berkeley.
