CADA Over the Years
1978 CADA is created to implement the residential and neighborhood commercial objectives of the 1977 State Capitol Area Plan – a progressive smart growth plan. In the late 1970s when conditions are not conducive to new development, CADA eradicates neighborhood blight through the rehabilitation of existing housing stock. In the 1980s when the market improves, CADA builds hundreds of new housing units through public/ private partnerships.
1997 The State Capitol Area Plan is updated to respond to the increased need for state offices downtown and to recognize the impact of the light rail system. CADA prepares the Capitol Park Neighborhood Design Plan which emphasizes neighborhood building, increasing homeownership opportunities, and enhancing the Capitol Area’s identity as a desirable address. CADA is empowered to purchase land from the State of California for the development of new housing. The State East End Office Project becomes a catalyst for central city investment.
2002 CADA’s proven expertise in collaborating with diverse public and private partners, leads to the expansion of its redevelopment boundaries to include the central section of the R Street Corridor. Redevelopment of this blighted area serves as an opportunity for transit-oriented development at the light rail stations that is sensitive to the underlying historic industrial character. CADA works with stakeholders to develop the R Street Urban Design Plan and the CADA R Street Area Implementation Plan.
2008 & beyond In the Capitol Area, CADA will complete the development of mixed-use housing sites, build pertinent streetscape improvements to enhance the state capital office campus, and establish a sustainable structure for inclusionary housing. In the R Street Area, CADA will structure the financing of public improvements, attract private investment and ensure inclusionary housing requirements are met.
About CADA
The Capitol Area Development Authority (CADA) is a joint powers authority of the State of California and the City of Sacramento. CADA is a self-sustaining public agency whose revenue streams are rental revenue collected from apartments, neighborhood commercial and parking spaces that it manages in the Capitol Park Neighbohood and; tax increment generated by new development projects constructed within its redevelopment project area boundaries.
