Capitol Lofts


From the intersection of 11th and R looking to the southeast

Introduction
The Capitol Lofts Development is a proposed mixed-use residential rehabilitation of the existing CADA warehouse building, located on R Street just south of the Capitol Building in Sacramento, CA with added new construction elements including lofts, podium penthouses, and a parking garage.  The development is to be located on the half block located on the south side of R Street between 11th and 12th Streets. The project is located in an area of diverse land uses including offices, multifamily residential, single-family residential, restaurants and industrial uses. This project is being undertaken jointly by Capitol Lofts-Sacramento, LLC (a partnership of Holliday Development and Sares Regis) and the Capitol Area Development Authority (CADA).

CADA views the project as a prime redevelopment opportunity to enrich the R Street Corridor in its vision of a vibrant mixed use neighborhood with historic character. The Capitol Lofts development is Holliday Development’s response to the vision and goals of CADA and the City of Sacramento, providing innovative housing, preserving historical character, and providing new jobs and an economic growth for the R Street Corridor.  Capitol Lofts has the potential to be a true economic catalyst for the R Street Corridor, and meets all of the goals of a smart, sustainable, infill development that is located near jobs, transit, and can be a short and long term stimulus for the region. 

The Capitol Lofts Development includes the concrete CADA warehouse and the smaller 3 story brick and timber B&G Building. Capitol Lofts also contrasts historical character with new construction, adding a parking structure wrapped with new studios and flats, live-work lofts, and a boutique hotel as part of the second phase.  Additionally, the development will include retail/commercial spaces on ground floor, landscaped courtyards, rooftop decks and multiple tenant amenities.

In collaboration with SMUD’s (Sacramento Municipal Utility District) Research and Development team and with NREL (National Renewable Energy Lab), Capitol Lofts is driving to be a model for future green development. The design is being analyzed to maximize sustainable and renewable technologies that both reduce energy consumption and generate its own energy in an effort to develop the most energy efficient mixed-use building in the country.


Project Status
Over the past 18 months, Holliday Development has been focusing on a major redesign to the original Capitol Lofts plan.  Focuses have been turned towards creating more flexible, sustainable homes that will speak to today’s fast changing environment.  The project is also submitting for state grant funding through Proposition 1C, an opportunity to support the needed infrastructure to move catalytic projects like Capitol Lofts forward.

Design
The development as proposed consists of one and two bedroom homes, commercial/retail space, a structured parking garage and, potentially, a boutique hotel. If Holliday and CADA secure Proposition 1C funding, the project will be able to offer market rate and affordable housing. The use and design of the building on the site and street are consistent with the R Street Corridor Plan and complements the scale, orientation, and materials of surrounding buildings.
The current design scheme has allowed for much needed increases in parking, more energy efficient and sustainable homes, restaurant space, and a boutique hotel.  Bringing these elements together creates a more exciting and more catalytic project for the R Street corridor.  The design also allows for the greatest complimenting and contrasting of new old elements, bringing the existing B&G and CADA Warehouse buildings to life and contrasting their design with new construction elements along the block.

The homes themselves will be well designed and efficient, offering more flexible and modern living opportunities just four blocks south of the Capitol Building and half a block from the 13th Street Light Rail Station.

Floors 2-6:     108 apartments constructed in the existing CADA   Warehouse and wrapping the parking garage along R Street, 12th Street and the R-S Street alley.  The design team is investigating potentially incorporating additional residential units into the project.

Parking (12th & R)
Wrapped Parking Structure for housing, hotel, restaurant, and R Street corridor, plus bicycle/motorcycle parking.  Possible additional park lifts and basement parking.

Office/Commercial/Restaurant
7 office/commercial units on the first floor of the development along R and 12th Streets.  A restaurant could potentially occupy the first floor of the existing CADA Warehouse building to serve the neighborhood, building residents and a potential on-site hotel.  A portion of the restaurant could extend into the B&G building.  An athletic facility could potentially occupy the rear of the CADA Warehouse building.

Hotel
A 50-60 room boutique hotel is under consideration along 11th Street, on the vacant lot south of the B&G building.  The B&G building would serve as the hotel lobby and include several hotel rooms.
