Retail and entertainment venues are a strong component of the planned development of the Capitol Area because they serve a social purpose beyond the purchasing of goods and services. They are a vital part of a neighborhood, serving as gathering places and acting like magnets as they gain in popularity.

Since inception, CADA has encouraged entrepreneurs to locate their businesses in the Capitol Park Neighborhood. Current businesses range from the 16th Street restaurants and clubs on the east end of the neighborhood to Sacramento's premiere athletic club - the Capitol Athletic Club at the neighborhood's west end.
