The release date for the RFP is July 1, 2008 and proposals will be due on October 1, 2008. The RFP will be posted on this website and mailed to a targeted list of developers who have expressed an interest in responding to an RFP. Other developers wishing to respond to the RFP must do so by the anticipated deadline of October 1, 2008. No extensions of time will be granted. To view the RFP click here.
2008 U.S. Environmental Protection Agency Cleanup GrantCADA staff hosted a community meeting on May 27, 2008 to discuss the U.S. EPA's recent decision to grant CADA $200,000 to assist with CADA's efforts to remediate lightly contaminated sub-surface soil on the site. East End Gateway Sites 2 & 3 (16th/O Streets)On December 15, 2006 Staff issued a Development Offering Summary to a limited group of six developers actively developing mixed-use housing projects in Sacramento. The sites were formerly under a development agreement with Loftworks LLC, who withdrew their proposal due to cost considerations in Fall 2006. The selection process involved rating by the CADA Board of qualified developers and their development proposals for quality, urban, mixed-use development. On May 18, 2007 the Board selected Ravel Rasmussen Properties to develop 60 market rate apartments on East End Gateway Site 3 and 24 market rate apartments on East End Gateway Site 2. CADA and Ravel Rasmussen Properties have entered into a Disposition and Development Agreement on January 25, 2008 and construction is anticipated to start in Fall of 2008.
East End Gateway Site 4 (16th/P Streets)

At the June 20 CADA Board meeting, the Board approved issuance of a Request for Proposals (RFP) for the site on August 1, 2008, and proposals will be due on November 1, 2008. The RFP will be posted on this website and advertised in other ways. Developers wishing to respond to the RFP must do so by the anticipated deadline of November 1, 2008. No extensions of time will be granted.

Background
On June 27, 2003, the Capitol Area Development Authority (CADA) selected two development teams to design and develop four key residential sites along 16th Street, between N and P Streets, near the State's East End Office Project.
The four development sites consists of:
- Site 1, a 0.88 acre parcel located at the northwest corner of 16th and N Streets;
- Site 2, a 0.44 acre parcel located at the northwest corner of 16th and O Streets;
- Site 3, a 0.72 acre parcel located at the southwest corner of 16th and O Streets;
- Site 4, a 0.44 acre parcel located at the southeast corner of 16th and P Streets.

The Sacramento-based team of Ravel Rasmussen and Separovich/Domich has been selected to develop Site 2 (NW corner of 16th and O Streets) and Site 3 (SW corner of 16th and O Streets). New RFP's on Sites 1 and 4 will be issued in July and August respectively.
Two of the sites will be developed as 100 percent ownership properties, while two will be a mix of rental and commercial retail. Together, they will comprise approximately 200 residential units. The sites will also incorporate parking and other neighborhood commercial or retail uses.
"These projects are an essential element of the extraordinary transformation that is occurring in the East End Gateway community," said CADA Board Chair Ann Bailey. "They're part of the evolution of 16th Street. It is becoming a showcase urban residential thoroughfare, with restaurants, shops, lofts, and appealing residences for people of all income levels."
The four sites are in varying stages of redevelopment activity, including site preparation and due diligence.
