East End Gateway

Background
On June 27, 2003, the Capitol Area Development Authority (CADA) selected two development teams to design and develop four key residential sites along 16th Street, between N and P Streets, near the State's East End Office Project. The four development sites consist of:

  • Site 1, a 0.7 acre parcel located at the northwest corner of 16th and N Streets;
  • Site 2, a 0.44 acre parcel located at the northwest corner of 16th and O Streets;
  • Site 3, a 0.72 acre parcel located at the southwest corner of 16th and O Streets;
  • Site 4, a 0.44 acre parcel located at the southeast corner of 16th and P Streets.

    The team of Em Johnson Interest and Nehemiah Community Reinvestment Fund has been selected to develop Site 1. The Sacramento-based team of Ravel Rasmussen and Separovich/Domich has been selected to develop Site 2 (NW corner of 16th and O Streets) and Site 3 (SW corner of 16th and O Streets). The CADA Board is expected to select a team to develop Site 4 at the May 15 CADA Board meeting.

    Two of the sites will be developed as 100 percent ownership properties, while two will be a mix of rental and commercial retail. Together, they will comprise approximately 200 residential units. The sites will also incorporate parking and other neighborhood commercial or retail uses.

    The four sites are in varying stages of redevelopment activity, including site preparation and due diligence. 

    "These projects are an essential element of the extraordinary transformation that is occurring in the East End Gateway community," said CADA Board Chair Ann Bailey. "They're part of the evolution of 16th Street. It is becoming a showcase urban residential thoroughfare, with restaurants, shops, lofts, and appealing residences for people of all income levels."

    East End Gateway Site 1 (16th/N Streets)
    CADA Board Selected Developer for EEG1 - Friday, March 20, 2009
    Em Johnson Interest and Nehemiah Community Reinvestment Fund Holdings (NCRFH), a member of the Nehemiah family of companies, has been selected as the developer for East End Gateway Site 1. Located on the northwest corner of 16th and N Streets, the site is currently occupied by a parking lot and a small apartment building.

    The selected proposal identifies sources of equity and construction financing and emphasizes the development of mid-rise entry-level “workforce” housing.  The structure was designed by Devrouax + Purnell Architects and will be 8 floors (7 floors over a concrete podium).  The structure will contain 98 condominiums, 6,000 s.f. of retail and 120 parking spaces.  Construction is scheduled to begin in October 2010 and be completed by January 2012.  The total project development cost is estimated at $37 million.

    Projects completed by Em Johnson Interest include the Fillmore Heritage Center and North Beach Place in San Francisco (in partnership with Bridge Housing), Richmond Village, and Palm Villas in Oakland.   NCRFH was the joint venture partner in developing over 1,900 units of housing in California, is the developer of the Township 9 project in Sacramento's River District, and provides community lending throughout the United States to help revitalize economically stressed neighborhoods.

    2008 U.S. Environmental Protection Agency Cleanup Grant
    CADA staff hosted a community meeting on May 27, 2008 to discuss the U.S. EPA's recent decision to grant CADA $200,000 to assist with CADA's efforts to remediate lightly contaminated sub-surface soil on the site.     East End Gateway Sites 2 & 3 (16th/O Streets)
    On May 18, 2007 the CADA Board selected Ravel Rasmussen Properties to develop 60 market rate apartments and 7,137 square feet of retail space on East End Gateway Site 3 and 24 market rate apartments and 5,781 square feet of retail space on East End Gateway Site 2.  CADA and Ravel Rasmussen Properties entered into a Disposition and Development Agreement (DDA) on January 25, 2008.   On January 30, 2009 the CADA Board approved a 2nd Amendment to the DDA extending the required closing of escrow on the development sites and start of construction to July 15, 2009.

    East End Gateway Site 4 (16th/P Streets)
    CADA Board Selected Developer for EEG 4 – Friday, May 15, 2009
    CADA issued a Request for Proposals (RFP) for the site on August 1, 2008 and three proposals were received on October 31, 2008.  On May 15, 2009 the CADA Board selected MNA Management, Inc. / Foothill Partners to develop the site.  MNA Management, Inc. is the development management and real estate investment arm of Mogavero Notestine Associates.  The selection was contingent upon the Developer providing a financing plan by August 15, 2009 in accordance with the Agreement to Provide Financing entered into between CADA and the Developer.
